Opioid Reducing Education Outreach
Opioid Reducing Education Outreach O.R.E.O., is a community-driven initiative aimed at raising awareness about the dangers of opioid misuse and providing education on safer alternatives for pain management. The program emphasizes harm reduction by offering tools like fentanyl testing kits, to help individuals make safer choices. By promoting prevention strategies and supporting healthier alternatives, it works to reduce opioid dependency and minimize the risks associated with substance use. The Butte County Opioid Overdose Prevention program is a comprehensive public health initiative aimed at reducing opioid-related harm and fatalities in Butte County, California. The program focuses on education, harm reduction, and access to life-saving interventions.
Key Components
1. Naloxone Access and Training
Naloxone (Narcan®) is a medication that can reverse opioid overdoses, including those caused by heroin, fentanyl, and prescription opioids. The program provides free naloxone at various locations throughout the county, including:

Additionally, the Northern Valley Harm Reduction Coalition offers free opioid overdose response training and naloxone distribution.

2. Overdose Recognition and Response
The program educates the community on recognizing signs of an opioid overdose, such as:

Loss of consciousness

Unresponsiveness to stimuli

Slow or stopped breathing
-
Bluish or purplish skin, especially around lips and nails
-
Choking or gurgling sounds
​
Immediate actions include administering naloxone, calling 911, and providing rescue breathing if necessary.

3. Community Engagement and Resources
The program collaborates with local organizations and healthcare providers to expand access to naloxone and overdose prevention education. Resources are available for individuals and families to learn about opioid safety and how to respond in emergencies.

Naloxone
Naloxone is a life-saving medication used to reverse an opioid overdose, including heroin, fentanyl and prescription opioid medications. Naloxone can be quickly given through nasal spray (Narcan®) in the nose, or through an injectable into the outer thigh or another major muscle. Naloxone is safe and easy to use, works almost immediately, and is not addictive. Naloxone has very few negative effects, and has no effect if opioids are not in a person’s system.
